Professional experience
Mr. Chemás Jaramillo began his professional activities as an Assistant Magistrate of the Council of State in 1987 and then as Legal Advisor to the Presidency of the Republic of Colombia between 1987 and 1990. He has represented multiple entities of the Republic of Colombia as Legal Advisor in their restructuring. , among which: National Railways of Colombia (1988-1992), Empresa Puertos de Colombia (1990-1992), National Social Security and Health System of Colombia (1989-1990), and the National Electricity System (1992). Since 1993, Jorge Chemás has dedicated himself to his private practice as an external advisor to numerous national and international companies in multiple infrastructure projects and hydroelectric and thermoelectric projects. Mr. Chemás actively leads his firm and is recognized for his rigor and successful representation in important and complex arbitration litigation of national and international profile and before the Contentious Administrative Jurisdiction of Colombia. Jorge Eduardo Chemás has written about Public Procurement, Political Science and Electoral Law and is also the founding partner of the firm.
Academic studies
Jorge Eduardo Chemás Jaramillo with more than 38 years of professional experience is the founder of Chemás & Asociados. Graduated (1980) from the Faculty of Law of the Externado de Colombia University in Bogotá. He received the “Diplôme Supérieur de l'Université en Droit Administratif” from the Université de Droit, Economie et de Sciences Sociales de Paris – Paris II, Paris, France in 1985 and in 1986 the “Diplôme D'Etudes Approfondie D'études Politiques Comparatives” and the “Diplôme d'Etudes Approfondies De Droit Constitutionnel et Libertés Publiques” from the Université de Paris I Panthéon – Sorbonne, Paris, France. Science Politique – University of Paris I, France (Diplome Approfondie d'Etudes Politiques Comparatives) 1995. He completed his studies in Comparative Law at New York University, NY, USA in 1986. Since 1987 he has been a professor of Administrative Law and State Procurement at the Faculty of Law of the Externado de Colombia University.
